Multiple measures in China's textile and clothing industry in 2023 include opening dedicated freight trains to transport cotton yarn from Xinjiang to various textile centers in China. The first train will start in February 2023, transporting cotton yarn from Xinjiang to Foshan. This train will shorten the transportation time from 12 days to 8 days.

Textile and clothing exports resumed positive growth for the first time in March 2023, with a growth rate exceeding expectations. In March, China's textile and clothing exports reached 26.39 billion US dollars, a year-on-year increase of 20%, higher than expected, and the month on month growth rate changed from negative to positive. In the same month, Fuchun Dyeing and Weaving announced an investment of 700 million yuan to build an annual production of 110000 tons of yarn dyeing project.

On April 26th, a batch of red yarns produced using anhydrous dyeing technology marked the official launch of the reactive dye anhydrous dyeing jointly developed by Yida Group and Yiwei Environment.

In July 2023, the construction of Shantou International Textile City in Guangdong began, with a planned total investment of 30.5 billion yuan. The total planned land area of the Textile City is 5000 acres, with a first phase construction of 2000 acres. It will include the construction of a global textile procurement center and a textile park.

In August 2023, Guangdong and Xinjiang officially signed a cooperation agreement to build a comprehensive partnership in the cotton textile industry. This cooperation is expected to further strengthen the cotton textile and clothing industry chain and optimize the structure of the cotton textile and clothing industry.

The full text of the Action Plan for Building a Modern Textile Industry System (2022-2035) was also released in August 2023. The actions include promoting industry progress through textile technology innovation, upgrading textile fashion, and promoting green textile manufacturing. These actions will establish and coordinate regional textile value chains. This also includes specific actions such as the deep integration and development of digitalization in the textile industry. The Plan also supports the establishment of a solid textile human resource foundation for industrial development, with the ultimate goal of establishing a modern textile industry system nationwide.

In September 2023, the textile and clothing industry was a pillar industry in Guanxian County, Shandong Province, and Guanxian County was awarded the title of "China Cotton Textile City". At present, there are 350 textile factories, including 26 above designated size, with over 1.8 million spindles and an annual clothing production capacity of 12 million pieces. The domestically produced products are sold to various parts of the country and exported to more than 40 countries and regions such as Europe, North America, and Southeast Asia.

In November 2023, it is planned to establish the Alar National Cotton and Cotton Yarn Product Quality Inspection and Testing Center.

Once again, in November, 11 new national quality inspection centers were established nationwide.

In December, the National Cotton Yarn Trading Center was unveiled in Xinjiang, exploring the establishment of a traceability system from cotton cultivation to clothing production. The center will also establish a cotton yarn quality and brand certification system, and provide trading and warehousing facilities for upstream and downstream producers in the industry.
