The State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Agriculture and Rural Affairs, and the Ministry of Commerce recently jointly issued the "Guiding Opinions on Quality Infrastructure Supporting the Improvement of Quality Linkage in Industrial and Supply Chains" (hereinafter referred to as the "Opinions"), deploying actions to leverage the effectiveness of quality infrastructure and promote the improvement of quality linkage in industrial and supply chains. The Opinion has deployed 11 key tasks around promoting the improvement of quality points, lines, and surfaces in the industrial and supply chains, enhancing the support of quality infrastructure for building strong chains, and strengthening the incentive and constraint effects of quality policies.
The Opinion proposes to focus on strategic emerging and future industries such as new energy vehicles, integrated circuits, artificial intelligence, and quantum information, and to coordinate traditional advantageous industries such as textiles and clothing, household appliances, and construction machinery, focusing on the goals of the Outline for Building a Quality Strong Country. We will deepen the action of improving the quality linkage of quality infrastructure to support the industrial chain and supply chain, and fully unleash the efficiency of quality infrastructure, Realize the coordinated development of quality in various links of upstream, midstream, and downstream, coordinate and advance the quality of points, lines, and surfaces at all levels, and form a new pattern of improving the quality linkage of the industrial chain and supply chain. Achieve a number of significant landmark achievements in building a safe, reliable, competitive, and brand influential modern industrial system. The role of quality in expanding and strengthening enterprises, building industrial circles and chains, and promoting sustainable urban development is more prominent.
The Opinion clearly states that by the end of 2025, a batch of quality infrastructure projects will be laid out and constructed in advance. Select and construct 10 national quality standard laboratories, 25 quality infrastructure integration service bases, and build 1500 quality infrastructure "one-stop service" stations. Establish 50 national industrial metrology testing centers, 50 national standard verification points, 50 quality certification demonstration zones, and 20 national product quality inspection and testing centers, and plan to build a national digital standard museum (global standard data center). Cultivate and construct 60 product quality and safety risk monitoring and evaluation bases, 10 defect product investigation and cooperation bases, and 30 national and regional service quality monitoring and evaluation centers. Create 100 national quality brand improvement demonstration zones and carry out 100 pilot projects to enhance the quality linkage of industrial and supply chains. Build 100 quality improvement training bases and cultivate more than 10000 new Chief Quality Officers.
